He is an Ubud style painter. He was born in Tebesaya, Ubud, in 1932. Arka was the brother and also pupil of Ida Bagus Made Poleng of Tebesaya. His works present various scenes of Balinese daily lives such as the Balinese market scene, the harvest time, and its temple's life. In several works, he also illustrates the cremation ritual of ngaben.
His works has its special characteristic even though his teacher's influential style is rarely visible, at least on his work up to the mind 1990s. Often times, his paintings are dominantly draw in black and white. His works have been frequently exhibited in Bali and Jakarta.
