Born in Tebesaya in 1917. Aside of painting, Belawa also mastered the skill of carving, Wayang making, dalang and dancing. His talent was inherited from his father, Ida Bagus Kembeng, an artist who once received the french silver medal in 1936 (organized by the French Ministry of Trade and Industry). Two of his brothers was the prominent Ida Bagus Putu Wiri and Ida Bagus Made Poleng.
At first, he learned painting from his father. but later he broadened his knowledge in art under the guidance of Rudolf Bonnet and his Pita Maha Ubud 1936. According to Bonnet, Belawa works bore a strong personal style characterizing his works among others. Belawa was expected to maintain this personal style. His works carried primitive tone in rough and expressive tones. His colours were strong and bold. In his works, there was gloomy and thrilling sense. Among his themes was the genesis of human being.
Within this theme, it was illustrated that human was suddenly lost in jungle, attacked by the beast but protected by the Gods. His works had often been displayed in various exhibition organized by Pita Maha, Ubud Painter Community and Peliatan Painters.
